Portable dishwashers make more sense for small spaces and needs. Under-counter dishwashers offer more technical options and higher loading capacity.
Dishwashers are usually classified as compact (including portable or top-counter models) or standard. Their differ mainly on their capacity.
Standard Under-counter or Portable-Compact dishwashers
The choice between small-compact or standard under-counter dishwashers depends mostly on 1) kitchen space and on 2) dish cleaning needs.
Portable countertop dishwashers
Portable countertop dishwashers are typically low and small units, with few place settings (4, in many cases) and limited technical options. Most of them are around 16-19" high (40-45 cm).

Compact dishwashers
For people with limited kitchen space, compact 18 inch/46 cm built-in dishwashers (and other similar sizes) are good options. They allow more sophistication and offer more capacity than countertop models.
Many of these dishwashers also offer more place settings (8 or more…) and more automatic cycles (7 is typical...) than portable countertop models.
Pros and cons of compact dishwashers
Compact/portable models have some advantages in small kitchens and use less energy, but since they have a smaller capacity, if you have to run the dishwasher more times you will be using more energy.
In other words: if your cleaning needs are limited, and if a low capacity model doesn't force you to operate the dishwasher more frequently, bet on a compact or portable model. Otherwise, choose a standard under-counter dishwasher model.
European and American dishwasher sizes
European under-counter dishwashers involve a wider range of sizes. Standard American dishwashers are all about the same size, mostly made to fit in a 24-inch/60cm-wide space.
Dishwasher Prices and Quality
Dishwasher prices vary significantly. Most models can cost you something around $250-$500, but there are state-of-the-art dishwashers at prices like $700-$1000, while cheap (mainly countertop-portable models) can cost you $200 or even less.
High-tech dishwashers use sensors to control cleaning wash cycles. Manufacturers like Maytag, GE or Miele present some of these top dishwasher models. These appliances can control their energy uses and cycles in order to meet optimum efficiency, but are much more costly. Some of the ultra-quiet models with sophisticated controls are priced at $1000 and over.
